Scalable and HA Baremetal Architecture

2. What is the nature and description of the request?

Currently metal3 implementation relies on a single instance/pod of ironic which limit it's scalability and high availability. This request is to increase number of metal3 services and also allow Baremetal assets to take advantage of the increased managing service via constructs such as 'conductor groups'

3. Why does the customer need this? (List the business requirements here)

In order to reliably manage a large number of BareMetal assets, the architecture needs to support HA. Scaling services vertically helps minimizing operational overhead but reducing number of OpenShift clusters needed to service the same amount of managed BM nodes.
