Enable dual stack networks for EgressIPs

2. What is the nature and description of the request?
This RFE was created based on previously open bug OCPBUGS-44493.
All description of this issues is described there.
We need to enable dual stack on egressIPs as well in a supported way in a way that customers can use both ip families addresses on a single EgressIP CR.

3. Why does the customer need this? (List the business requirements here)
Customer with dual stack installations can't use dual stack on egressIPs even though it references that it supports it. However, even though customers have no direct documentation pointing this, there is no actual support since this feature was never implemented.
