Add Support for Resolver Metrics

2. What is the nature and description of the request?

We are utilizing various Tekton resolvers, such as `http` and `hub`, in our pipelines. To monitor their performance, we need to scrape metrics from the Tekton resolver deployments. We have observed that some metrics, representing the latency of calls made by the Tekton controller to the resolver, are exposed on port `9090` of the resolver deployment under the `/metrics` endpoint.
