Add option to refresh tokens for ACM-managed clusters on ACM cluster Infrastructure > Clusters page

2. What is the nature and description of the request?

Our customer needs an Action option to refresh a cluster's token added to the Infrastructure > Clusters page on ACM. 

3. Why does the customer need this? (List the business requirements here)

Our customer is required to implement 10m oauth client timeouts per DISA STIGs. One of the impacts of this timeout is that if the node running the leader klusterlet-agent pod in the open-cluster-management-agent namespace goes down due to a power outage or other issue, and the node is down for a length of time greater than the configured oauth client timeout, when the node comes back up it will have an expired token and the connection to ACM is broken.
