Enable MetalLB to implement and operate in L2 Mode Only

2. What is the nature and description of the request?

Customer desires to implement MetalLB via the Red Hat Product Catalog Operator OLM for L2 Mode Only.  Customer does not require any BGP functionality (e.g. frr enabled:  true.)

3. Why does the customer need this? (List the business requirements here)

Customer desires to de-risk their L2 Mode Only implementation and remove any unnecessary attack surface related to BGP mode.
