[PTP and OVN] hardware timestamping support on primary interface

      Support PTP UDPv4 configuration on primary interface when OVNKubernetes is the NetworkType.

      In private bug OCPBUGS-52171 was identified that as the `configure-ovs.sh` script moves the ipv4 configuration to the `br-ex` interface, is not possible to have ipv4 configuration in the primary physical interface causing the impossibility to use hardware timestamping, since is not supported by any linux virtual interface like the `br-ex` that is actually a linux bridge.

      The scope of this RFE is to discuss the options of terminating PTP on OVS and redirect PTP messages to the underlying linux interface.

      Workarounds are:

      1. use l2 transport mode
      2. switch to a secondary host interface that supports PTP
