Allow users to create alerts based on the status of URLs

2. What is the nature and description of the request?
This request is for users to be able to query URLs and create alerting rules so that they are alerted if those URLs are not returning the correct response. For example, a user could create an rule to check if a specific route is working or not.

3. Why does the customer need this? (List the business requirements here)
This would allow the customer to check the status of URLs from applications without having to have metrics that are exported from the application itself.

Depending on the implementation, this is likely to be some combination of Prometheus Operator, Prometheus and Alertmanager.
