SRE is working with OSDFM and Hypershift to utilize the control-plane-overrides feature to reduce the impact of a bug on the fleet.

This override is a yaml file baked into the operator at build time, and this requires a release of Hypershift to change it.

The feature request is to instead support setting/loading this file at runtime instead. With that in mind, we could define the overrides in our deployment tooling, making changes during incidents etc without needing a full release of Hypershift operator.
