Consider adding  support swap on Linux from upstream Kubernetes.

The intention is to enable it for dev/test env to reduce memory usage. We need to swap out the pods/or partially swap it out.

How frequently does this behavior occur? Does it occur repeatedly or at certain times?
Considering for future as before moving to openshift, swapping was easy and we didn't need to pay for so much memory.
With k8s it is challenging due to the memory requirement
