Customize the Control Plane Hardware Speed profile

      1. Proposed title of this feature request

      This is an RFE to realize the function of customizing the Control Plane Hardware Speed profile in OpenShift Container Platform.

      2. What is the nature and description of the request?

      In OpenShift Container Platform (OCP) 4.16, it is possible to modify the etcd election timeout. The platform provides two pre-defined profiles: "Standard" and "Slower".

      However, these profiles are preset and cannot be customized. My customer requires a more flexible approach to adjust etcd performance by customizing specific parameters.

      3. Why does the customer need this? (List the business requirements here)

      Currently, OCP 4.16 does not offer a built-in way to directly customize individual etcd parameters beyond the provided profiles. The "Standard" and "Slower" profiles are designed to cover common use cases, but they may not meet all specific requirements. For example, my customer is experiencing frequent etcd leader reelection due to specific workload and they would like to avoid the issue by customizing ETCD_HEARTBEAT_INTERVAL and ETCD_LEADER_ELECTION_TIMEOUT parameter in a supported manner.
