Proposed title of this feature request

Support sending a notification when an alert is resolved

What is the nature and description of the request?

      My customer has requested:

Some violations are ephemeral and having a "resolved" state for them does not make sense. For example, "Kubernetes Actions: Exec into Pod".

However some violations are ongoing and indicates the current compliance state of an application. For example, "90-Day Image Age",

These ongoing violations are generated by events that isn't the result of an active action but rather the result of an analysis of the Deployment and they are "fixable". That is, you can change the Deployment such that the analysis stops finding these violations.

For these violations, it would be very useful to update the state of the violation to "resolved" and send a notification of this event.
Another solution would be, for some notifiers at least, to re-fire these alerts every e.g. 10 minutes until they no longer apply. In PagerDuty, for example, you can instruct PagerDuty to auto-resolve an incident if it hasn't received an alert for that incident within the last X minutes. So re-firing these alerts does not cause additional noise in PagerDuty.

Why does the customer need this? (List the business requirements here)

This would be a significant UX upgrade for our usage of ACS as a violation detection engine.

List any affected packages or components.
