Support for ROSA HCP Audit Logs to be Stored Directly to S3.

2. What is the nature and description of the request?

The customer wants to be able to send audit logs generated by their HCP directly to an S3 bucket on their user account. The current pattern only allows them to receive those in CloudWatch logs. Forwarding these to S3 requires the setup of a firehose & storing the logs in multiple locations. 

3. Why does the customer need this? (List the business requirements here)

The customer feels it would be simpler and more cost effective if these could be optionally uploaded directly to S3 in their user account.
