Supportability for cert-manager reflector

2. What is the nature and description of the request?
Support for cert-manager extension to sync secrets across namespaces

3. Why does the customer need this? (List the business requirements here)

The customer would like to create a single certficate with SANs for the api and ingress. However, with the current implementation, this cert can only reside within the namespace defined in the certificate. Using the reflector, they would be able to ensure this certficate is in the openshift-config and openshift-ingress namespaces.
