Supportability for cert-manager kubernetes-replicator

2. What is the nature and description of the request?
Support for cert-manager extension to sync secrets across namespaces

3. Why does the customer need this? (List the business requirements here)

The customer would like to create a single certficate with SANs for the api and ingress. However, with the current implementation, this cert can only reside within the namespace defined in the certificate. Using the kubernetes-replicator, they would be able to ensure this certificate is in the openshift-config and openshift-ingress namespaces.
