      1. Proposed title of this feature request

Ability to add a new MachineNetwork on Azure

      2. What is the nature and description of the request?

On other infrastructures, for example vsphere, a new MachineNetwork can be defined, this networks are automatically added to NO_PROXY settings for example.

On Azure we can create nodes on a new subnet, but we can't define this subnet on OpenShift, MachineNetwork can only be defined at install time.

      3. Why does the customer need this? (List the business requirements here)

If there is a proxy defined in the environment, we have to add the new subnets manually.

      4. List any affected packages or components.
