Support for OCI Helm repositories in ODC

2. What is the nature and description of the request?
Currently, OCI Helm charts cannot be used from ODC as it fails with error:

The Helm Chart is currently unavailable. r: Failed to retrieve chart: error locating chart: unable to lookup chart "oci://registry-1.docker.io/bitnamicharts/nginx:18.3.5", missing registry client

To deploy applications using OCI repos from ODC
