Proposed title of this feature request
      >> Nodes utilize heavy bandwidth after unexpected power outage

A note should be included to make customer aware on the OpenShift behavior regards to synchronizing images for multiple components from quay.io after sudden power outage. Also, if possible we can include expected bandwidth consumption for a standard cluster.

      2. What is the nature and description of the request?
      >> It is expected that there is network bandwidth even with no workloads as we have multiple core components that perform calls to external APIs, checks and also operations with registries.
However, this behavior needs to be documented.

      3. Why does the customer need this? (List the business requirements here)
      >> whenever there is an outage of electricity that force OpenShift nodes to reboot, all the internet bandwidth get consumed by OCP nodes, and I down't know why this is happen, given that the platform is stable and there is no active operators installed, the same ones exists all the time, and no applications is using the the internet ?!
