1. Proposed title of this feature request

 rename the sandboxed-containers RHCOS extension to "kata-containers" 
2. What is the nature and description of the request?

 The current name causes problems because it is different in OKD and OCP. So we need to use heuristics to decide which one to enable and this causes problems in our code.

not end user facing, internal improvement
