Productize the must-gather-operator.

3. Why does the customer need this? (List the business requirements here)
As operator of OCP, time to time we are asked to provide must-gather logs. Since not everyone in the team have elevated access to it would be nice to if we were able to create an CR where we can provide case number etc. as user. This capability already exists in the must-gather-operator.
