Check if the VPC provided when installing into an existing VPC was created by a previous ROSA installation

What is the nature and description of the request?:

The installation of a ROSA cluster into a VPC created by the ROSA installer for a previous cluster will cause that the new cluster fails if the previous one is removed. This happened several times, like in OHSS-23530 (I know there were more cases in the past)

Why does the customer need this? (List the business requirements here):

To avoid failures in new ROSA clusters caused by the deletion of older clusters (which creates the VPC).
