Allow Quay SSO use without LDAP configured

      We have a customer that is looking for consideration for the ability to use SSO with local users as it is not currently possible.

We have been informed that LDAP is a must and needs to be in an active state even though SSO (OIDC) is enabled. As per our security team the physical account should not use LDAP, we would like to have a feature request to completely remove LDAP when SSO is enabled.

Please consider having this feature request in upcoming Quay releases.
