1. Proposed title of this feature request

• A feature allowing users to disable all the code responsible for the auto nics configuration.

2. What is the nature and description of the request?

• When installing a bare metal IPI cluster we see ip=dhcp in kernel cmd even when the static network configuration is provided for all the hosts in the install-config.yaml

3. Why does the customer need this? (List the business requirements here)

• Because of the ip=dhcp kernel parameter it created a Wired Connection. This Wired Connection is UP during the boot, trying to grab IP. showing and MAC to a switch. After a brief moment, this interface is disabled, and the correct interfaces are UP. This leads the switch to shut the interface/port.
