Support for more than one Results Instance per cluster (each one watching a namespace)

2. What is the nature and description of the request?

As of today, you can deploy only one tektoncd/results component cluster-wide, and it will watch all the PipelineRun (and TaskRun) from all namespaces.

3. Why does the customer need this? (List the business requirements here)

Some customers would like to have a more fine-grained way to managed that, and provide results instances per namespace instead (for each of their team for example) — and not necessarily something watching all the namespaces.
