MultiNetworkPolicy support for ICMP Only Allow Rules

2. What is the nature and description of the request?

Isolating ICMP traffic for network diagnostics and troubleshooting purposes in addition to health check purposes where they are needed.

3. Why does the customer need this? (List the business requirements here)

Users expect ICMP to be available to them to do basic testing, availability and health checking of their VM workloads while the admins expect to be able to control this access inline with other protocols.
