Improve UX for NTP Configuration in Hosted Control Planes

2. What is the nature and description of the request?

Currently, customers need to add a machine config to every node pool they'd like to configure NTP for. It's painful since they'd need to:

• the format of the ignition config 
• the contents of an ignition config to add an NTP config
• add this config to multiple places (every nodepool and in the specific platform's CRs, if needed)

Adding an NTP configuration for hosts joining a cluster is a common task, and it would be helpful for users if they can simply list the NTP servers they'd like to add instead of crafting a full config file and knowing where exactly to add these config files.
