1. Proposed title of this feature request

Support for HA in notifications-controller to avoid duplicate argocd notifications based on the replica count of the argocd-notifications-controller

2. What is the nature and description of the request?

We are receiving the notications twice as the argocd-notifications-controller replica count is 2 and we want to receive only once and it should not depend on replica count of argocd-notifications-controller.

3. Why does the customer need this? (List the business requirements here)

if node goes for an upgrade, pod will be evicted and move to different nodes during that time we might experience the failure for notifications alerts if we want don't have replicas.
