Description of problem:

One of the customer is looking for the possibility to inherit the visibility of repos based on the defined visibility of the organisation.They  do skopeo syncs of a set of base images to an organisation. all these repos should be public available as they contain base-images for all of their customers.
if a new base-image is synced to quay the repo is created automatically and is by default private.
The visibility should better be inheriated from the configured visibility of the organisation
