apply terminationGracePeriodSeconds field for windows pods

2. What is the nature and description of the request?

Other than windows pods, on every pod we can apply terminationGracePeriodSeconds.

This feature has recently seen progress upstream with a KEP  for Windows Node shutdown behavior, the implementation is still in development and is not yet available in OpenShift.

We need this feature in OpenShift as well.
