core count by cluster over time graph

What is the nature and description of the request?
To be able to track OpenShift core usage by cluster over time, instead of seeing just total cores used by our enterprise

Why does the customer need this? (List the business requirements here)
There is no way for us to audit what RedHat is reporting as our core counts per cluster.  We can only see the realtime values.
