no scope options for deferrals in vulnerability management

2. What is the nature and description of the request?
In ACS -> Vulnerability Management -> Workload CVEs -> Defer CVEs the only scope available is the global scope. customers should be able to scope these deferrals by image, deployment and namespace at the very least.

Unable to correctly defer and track CVEs.
