Simplify Proxy Configurations for HostedClusters with OCP Virt

2. What is the nature and description of the request?

Right now you need to either render the cluster and edit the HostedCluster CR or edit the HostedCluster CR post creation to add a proxy configuration.

If a proxy is required and you do it as a day 2 operation, none of your initial nodes will successfully create as they will not be able to reach out to pull the required resources. This is tricky to debug if you don't know the problem initially and creates a poor experience.

We should simplify this.

1) If the management cluster has a proxy configuration, we should add a flag to the hcp cli to leverage and apply that configuration, with the required additions, to the HostedCluster

2) We should have a CLI option to pass in a proxy configuration so that you do not need to render and edit the HostedCluster CR
