Remove the resource limits for topo aware scheduler

Remove the resource limits on top of the topo aware scheduler Pod, which aligns with the default kube-scheduler
3. Why does the customer need this? (List the business requirements here)

This is a blocker issue for ZTE to use the topo aware scheduler in production environment. Currently the CPU is limited to 600m, which is challenging to scheduler thousands of Pods on top of 500 worker nodes in their cluster
