Support manual provision of storage by Azure File CSI Driver Operator

2. What is the nature and description of the request?

Support the Azure File CSI Driver Operator to allows OCP to consume existing Azure File Share with a manual provision of the storage

3. Why does the customer need this? (List the business requirements here)

Customer needs to allow pods to access storage shared exposed as already existing Azure File Share.

Storage account can be not in the same resource group as agent node
