Enable ability to assign a static IP for a VM via ACM

2. What is the nature and description of the request?

As an OpenShift administrator using OpenShift Virtualization, CNV, I need the ability to assign a static IP to a VM in an OCP cluster via ACM

3. Why does the customer need this? (List the business requirements here)

This is a standard feature in VMWare software and we need the same functionality in ACM for VMs running on OCP-V.
