3. Why does the customer need this? (List the business requirements here)

Customer needs to use the CIDR ranges implicitly used by OVN for their cluster machine CIDR. Customer uses the CIDR ranges used by OVN outside the cluster so routing to these locations fail after cluster creation.

SDN did not use these ranges so customers migrating from SDN plugin to OVN need the configurations. W/o these, customers can not adopt HCP.
