Allow use performanceProfile without CPU settings

2. What is the nature and description of the request?

A Telco partner is asking to configure the power settings using a performanceProfile instead of add the required configuration using Tuned profiles, without configure the reserved and/or isolated CPUs.

3. Why does the customer need this? (List the business requirements here)

The partner wants to apply a different performanceProfile per Machine Config Pool. In some of the MCP they don't want to configure the reserved and isolated CPUs, they just want to configure the power settings within the workloadsHints. They see that the configuration of the nodes is clean using performanceProfile instead of adding Tuned profiles per MCP with custom settings on the Kernel.
