Create a compliance operator profile implementing technical capability requirements of ISA/IEC 62443 Section 4.2.

This work should begin once the Section 4.2 certification is attained for OpenShift. As of 07/30/2024, ETA for the cert is TBD, though target date is 12/31/2024.
