1. Proposed title of this feature request
   Provide z-stream images for OCP to accelerate scaling and minimize consumption of cloud resources with improved efficiency.
2. 2. What is the nature and description of the request?

Request to have OCP provide updated z-stream images.  This will make scaling and cluster installs more efficient.  Today, a new node installs a y image and the upgrades to the latest z release.   By providing updated z based images, the node can skip /minimize the update step.  This will lead to faster autoscaling and node provisioning and thereforce less cloud consumption.
