Provide bare metal metrics and events from SMART and (possibly) IPMI devices

2. What is the nature and description of the request?

Use SMART and (possibly) IPMI data sources in order to feed metrics and alerts into the OpenShift Observability stack.
Specifically for bare metal environments.

3. Why does the customer need this? (List the business requirements here)

In order to monitor hardware state via the OpenShift Observability stack - have aunified stack for monitoring workloads and infrastructure, including bare metal.
