enhance existing alert for `PrometheusErrorSendingAlertsToSomeAlertmanagers` 

2. What is the nature and description of the request?

When a cluster is imported as a managed cluster into an ACM hub, the managed cluster has "additional" alertmanager config added so that alerts are also sent to the hub cluster

In many instances the "managed" cluster is connected to the "hub" cluster via slow links resulting in this alert flapping as its configured to alert for just 1% loss over 5mins

could this alert be improved so that it only alerts for loss to the "cluster local" alertmanager.....with ACM having its own alert for connectivity between hub and spoke cluster?

So that the Alert does not need to be silenced.
