Proposed title of this feature request
Ability to modify throughput volumes in machinesets

What is the nature and description of the request?

To have the parameter modified in the machinesets directly.

In order to practically set the "throughput value", we have to set it manually from the AWS console [1] (Modify Volume > Increase the throughput > Click "Modify"):

      [1] https://docs.aws.amazon.com/ebs/latest/userguide/requesting-ebs-volume-modifications.html

Why does the customer need this? (List the business requirements here)
In the current situation, if the autoscaler deploy new nodes with any storage the default value is 125Mb/s and it is not possible to change it. We can increase the throughput manually or via API, in such scalable environments this is not optimal. If autoscaling is enabled, this is not possible to be maintained in an optimal way.

The expectation is that throughput parameter can be handled in the same way than IOPs or Volumesize.
