Speed up container image pulling during upgrade by using pre-(loading|caching) in MNO

2. What is the nature and description of the request?

This will allow the customer to pull the images required for an upgrade before actually launching the upgrade operation. This will significantly reduce the time required for an upgrade in the case of big clusters. 
3. Why does the customer need this? (List the business requirements here)

One of our partner has big bare metal clusters which take alot of time to upgrade. In most cases the time required for an upgrade does not fit into the maintenance window agreed with their customers. Based on the information we have about the partners blueprint this feature will have a big impact not only for our partners but for any customer running large clusters.
