1. Proposed title of this feature request: Openshift compliance operator - allow change from ImagePullPolicy: "Always" to "ifNotPresent".  

Customer is looking for ability to customize the ImagePullPolicy for all openshift-compliance operator components. 

2. What is the nature and description of the request? Currently, the openshift-compliance operator does not support customizing the ImagePullPolicy for deployments managed by the operator. 

3. Why does the customer need this? (List the business requirements here):

a. Customer is looking to customize that setting, so that the cache images on Nodes are used, because of possible image pull spike that happens when compliance scan is run. 

b. Compliance scan is triggered in multiple clusters at the same time which is impacting the ADC(exausted license based on throughput) in front of nexus image repository.
