      Cloud Provider Config Changes to Support Bring Your Own NSG in Azure

      2. What is the nature and description of the request?
      Currently in OCP in Azure, you can bring your own NSG by preattaching an NSG to worker and master subnets but it is not programmed in the cloud provider config. The installer will create an NSG and program it in the cloud provider config and it will be programmed on new service of type LoadBalancer creations, but will not program the one customers bring.

      3. Why does the customer need this? (List the business requirements here)
      Customers want the ability to have their network security groups in Azure programmed when they create new services of type load balancer. Currently the way the cloud provider config is created makes this not possible if a customer brings their own.
