Business Problem:

Following the docs about multi-tenancy, risk is a multi-tenant resource in the permission set and when implemented,
The risk view for the customers indeed shows that the risks are filtered and only the risk in the customer's access scope are shown. 

However, the risk priority is not re-ranked to the risks of that particular access scope

Use Cases:

Customer wants the risks in the view of the customer with a scoped access scope, re-ranked with new priority numbers. 

Key Functionality:

Add multi-tenant priority number in risk-view of RHACS dashboard for custom users.

Benefits:

After multi-tenant priority number is defined, It will not reveal any info about the whole cluster.
