Current support for quota is based on storage consumption.

We are asking to limit the number of tags that can be created for a certain image does forcing housekeeping for tags by not needing to run the pruner.

Given the pruner just runs periodically there could always be something happening in between the pruning jobs and having quota on tags will make sure there is no over-excessive use of the quay from within one org/repo.
