      1. Proposed title of this feature request

Achieving multi-tenancy within RHACS for resource `WorkflowAdministration`

      2. What is the nature and description of the request?

As per the documentation[1] the multi-tenancy cannot be achieved for the resources with a global scope.
However, here customer wants to achieve multi-tenancy within RHACS for resource `WorkflowAdministration`
      [1] https://docs.openshift.com/acs/4.5/operating/manage-user-access/understanding-multi-tenancy.html#:~:text=for%20the%20user.-,Limitations,RHACS%20is%20not%20possible%20for%20resources%20with%20a%20global%20scope.,-The%20following%20resources

      3. Why does the customer need this? (List the business requirements here)

As WorkflowAdministration resource is global scope. Under this falls the ability to create security policies.

The main business requirement of our customers is to create their own security policies and apply them to only their name spaces. So not all customers on the same cluster will see this newly created security policy; only the Access scope of the creator.

In that way, customers (single tenant) can have more opportunities to explore their security within their own environment and not revealing information to other customers.

      4. List any affected packages or components.
