Confirmation prompt in CLI when running `$ oc delete`

Customer's expectation is that CLI should  ask for confirmation (either yes or no) when they use `$ oc delete <resource> <resource name>`

3. Why does the customer need this? (List the business requirements here)

Customer requires this confirmation so they can try avoiding human errors like deleting projects, PV etc.

`oc` tool, specifically the `$ oc delete` function.
