Proposed title of this feature request:

Allow defining or increasing system reservations on ROSA

What is the nature and description of the request?:

Customers running well utilized nodes can running on regular basis into issues with nodes which are not accessible anymore. Due to an upstream bug cpu reservations are miscalculated and nodes getting unresponsive as the system is overloaded. On ROSA it's not possible to adjust any reservations even increasing them to prevent that too many workload is scheduled even it's a regular feature on OCP

Why does the customer need this? (List the business requirements here):

Customers hitting regular outages of nodes which are not detecting as NotReady, this is causing that workload is still getting scheduled on that faulty node and leading to regular outages on production workload of customer.
