      Azure Internal API IP Install Option

      What is the nature and description of the request?

      Add an option to use the IP for the internal API at install time for Azure installs.

      3. Why does the customer need this? (List the business requirements here)

      During the install of a cluster on ARO the following is true:

      1. The CoreDNS server is not up for the control plane to pull machine configs from the bootstrap machine
      2. There is not a DNS record external to the cluster in Azure to resolve the internal API to its IP in Azure
      3. Customers can use custom DNS in Azure
      4. In ARO the Internal API IP is already known before the install is kicked off.

      In order to solve this issue of custom DNS in the past the ARO team has just patched the internal API to use its IP during the install. This allows for MachineConfigs to be pulled from the bootstrap machine and customers to use custom DNS.
